National Road 13 South Upgrade on Track, First Asphalt Layer Due Early 2027

On 17 October 2026, the Minister of Public Works and Transport led a team to check progress on the upgrade and repair of National Road 13 South. The inspection covered the section from Vientiane Capital to Bolikhamxay Province, between kilometres 21 and 71.

The project director reported that the 50-kilometre asphalt road runs from Kok Sivilay village in Saysettha district, Vientiane Capital, to Sesavang village in Thapabat district, Bolikhamxay Province. The project is being delivered under an OPBRC contract, which covers three years of construction followed by seven years of maintenance. Work began on 15 July 2025, and after 14 months, physical progress has reached 42.31 percent. The project is on schedule, and the basic asphalt paving for Milestones 1 and 3 is largely complete. Full completion is planned for 15 July 2028.

The project director and the contractors, State Enterprise Bridge No. 8 Construction together with Somxay Chaleun Construction Company, committed to laying the first asphalt layer by the early rainy season of 2027. They said this will make travel smoother, more convenient and safer.

Focus on Quality and Safety

The minister praised the progress so far. He stressed that construction must meet technical standards, make greater use of modern machinery, and clear obstacles quickly. He also called for better traffic management and dust control in densely populated areas, with regular water spraying and clear safety signs.

Work Ahead

In the coming months, the contractors will continue with:

  • Earthworks, embankment and subgrade preparation
  • Asphalt paving
  • Drainage systems
  • Installation of road safety equipment
  • Maintenance of the existing road, including pothole repairs, to keep traffic moving during construction
